The section about Prereq (which is indeed obsolete syntax, but my bug was
submitted in 2005 ;-)) in the Fedora guidelines is a bit confusing.  AFAIK RPM
indeed handles all Requires internally the same, but it is still recommended to
add the extra information to it.
